The Institute of Accountancy Training (IAT), under the Ministry of Finance was established in 1970 to provide in-service training in Public Administration, Public Sector Accounting and Public Sector Financial Management for the Ministry’s as well as the civil and the public services’ staffs.
The Institute, currently undergoing restructuring needs to strengthen its administrative structure to help implement the reforms. Applications are therefore invited from qualified officers for the following vacancies:
A. Job Title: Procurement Officer
The successful candidate will head the Procurement Unit and ensure that all procurement activities of the Institute are done with strict adherence to the Public Procurement Law and set standards. He/she will report to the Head of Administration.
Duties and Responsibilities:
- Coordinate the preparation of Annual Procurement Plans and other reports
- Scrutinise tendering arrangements and other means of obtaining competitive prices to comply with the National, Procurement, Contract and Financial procedures/rules
- Lead Procurement and Supply-Chain work team in market surveys to identify sources of supply and encourage open and constructive discussions on contract/contractor performance
- Promote and encourage the use of environmentally friendly products whenever possible and agree with the specification of consumables to be used by contractors when engaged by the Institute
- Analyse and recommend inputs for the formulation of Procurement and supply chain policies, reforms, budget preparation, internal controls and plans of the Institute
- Ensure proper store management and assts disposal in accordance with laid down procedures and regulations
- Ensure the updating of all records (soft and hard copy) of all contracts.
- Ensure the enforcement of penalty clauses in contracts against defaulting service providers
- Ensure the inventories in the Institute are managed and controlled in the moist cost-effective manner
Minimum Qualifications and Experience
- Must possess a Master’s Degree in Procurement/Supply Chain/Logistics or in relevant field. Additional qualification in (minimum postgraduate certificate) in Governance Contract law is desirable
- Must be a Chartered Member in one of the under listed professional institutions or a recognised equivalent institution:
Chartered Institute of Purchasing and Supply (CIPS) – MCIPS
Chartered Institute of Logistics and Transport (CILT) – CMILT
Institute for Supply management (ISM) – CPSM
National Contract Management Association (NCMA) – CPCM
- A minimum of ten (10) years post qualification relevant work experience, three (3) years of which must be in a senior management position in a reputable institution
- Must have completed statutory National Service
- Must pass a competitive selection interview

B. Job Title: Assistant Procurement Officer
The successful applicant will be responsible for providing frontline support for achievement of the Procurement activities of the institute.
Duties and Responsibilities:
- Undertake market surveys to identify sources of supply and collects data for open and constructive discussions on contract/ contractor performance.
- Provide inputs for the formulation of procurement and supply chain policies, reforms, budget preparation, internal controls and plans of the Institute.
- Collect data for the preparation of Annual and other reports for consideration.
- Collect data on defaulting services providers for the enforcement of penalty clauses.
- Manage inventories in the Institute and proposes redistribution actions.
- Receive and inspect orders and resolve order problems with vendors and departments according to stores policies and procedures.
- Draft notices and other related tender documentation in line with procurement plan and action.
- Verify accuracy of requisitions by comparing nomenclature, stock numbers, etc. to ensure that correct goods are delivered to requisitioning units/section.
- Monitor payment of vendors with Finance Section.
Minimum Qualifications and Experience:
- Must possess a Higher National Diploma (HND) with three (3) years working experience or a Bachelor’s Degree in Procurement/ Supply Chain/ Logistics or in a relevant field
- Must have completed the statutory National Service
- Must pass a competitive selection interview

C. Job Title: Internal Auditor
The successful applicant will be responsible for supervising audit team to effectively undertake audit assignments to add value to the Institute.
Duties and Responsibilities:
- Receive audit working papers.
- Review draft internal audit report.
- Draft proposal for the update of procedures and guidelines for internal audit function in the Institute.
- Lead Audit team to undertake assurance engagements and investigation of records of the Institute.
- Make recommendations in the design and implementation of appropriate training programmes for staff in the Internal audit unit.
- Monitor the performance of subordinates and submit report.
- Coach, mentor and provide on-the-job training to subordinates.
Minimum Qualifications and Experience:
- A Bachelor’s Degree or its equivalent from a tertiary institution.
- A post-graduate qualification in auditing or accounting or related field of specialization and or
- A certified Internal Auditor or Accountant with the CIA/ICA/ACCA/CPA/CIMA membership.
- A minimum of 4 years post qualification relevant work experience in professional auditing and/or accounting in a reputable public or private sector organisation.
- Be computer literate.
- Must have completed statutory National Service

D. Job Title: IT/IM Officer
The successful applicant will be responsible for providing technical and operational leadership for the design and implementation of IT/IM plans and programmes in the Institute.
Duties and Responsibilities:
- Initiate and oversee research on all IT themes
- Coordinate the design and development of procedures, standards and guidelines to support the implementation of IT systems within the Institute
- Recommend technical specifications for the requisitioning, procurement and the development of the equipment, software resources and other IT systems for the Institute
- Coordinate the development and implementation of the capacity development plans in the area of IT in the Institute
- Lead the design, development and deployment of specified IT projects for the Institute
- Coordinate the design and implementation of security measures to protect the IT installation, infrastructure and systems of the Institute.

The successful applicant will provide technical and operational administrative support for the implementation of work plans and programmes of the Directorate.
Duties and Responsibilities:

- Compile and analyse performances appraisal reports and develop promotion schedules
- Produce reports of recruitments and promotions
- Examine and make recommendations on HR related issues

The successful applicant will be responsible for implementation and evaluation of Institute’s communication strategy and programmes.
Duties and Responsibilities:
- Facilitates the dissemination and interpretation of government policies and programmes at the Institute
- Establish close contact with institutions, media houses and the p0ress to manage Institution’s information
- Research into aspects of Institute to document its achievements and programmes for publication and press events
- Edit reports and collates all scripts, feature articles, write ups, etc, submitted by staff
- Collate materials to develop official publications of the Institute
- Develop and implement appropriate strategy for public education campaign
- Supervise the collation of data for the development of budgets, annual and other reports of the Institute

The successful applicant will support the Principal Research Officer handle the research needs of the Institute.
Duties and Responsibilities:
- Report to the Principal Research Officer
- Assist conduct research in all issues to support the design and administration of research projects of the Institute
- Collect data for the design and development of new procedures, standards and guidelines to support the Institute ‘s research system
- Provide data to support the development of the Institute’s short- and long-term research operational plans
- Analyse and interpret quantitative and qualitative data for the Institute

The successful applicants will be responsible for providing operational and secretarial support for the day-to-day general administration of the Institute.
Duties and Responsibilities:
- Type letters and other reports
- Send out notices for meetings and arrange venues and other meeting materials
- Record proceedings of meetings and transcribe
- Develop routine correspondence and memoranda
- Receive and forward complaints from the public as may be required
- Maintain relevant database and files in an easy-to-retrieve format or as may be requested
- Ensure that all office equipment is clean and in working order
Minimum Qualifications and Experience:
- A minimum of a Higher National Diploma (HND) in Secretarial ship Management or Business or its equivalent and have completed the mandatory national Service or
- Must possess the Senior Secondary School Certificate with five (5) passes in core and elective subjects including English and Mathematics OR ‘O’ Level Certificate with three (3) credits including English OR GCE ‘A’ Level Certificate with two (2) passes (excluding General paper) and Stenographer Secretary Certificate OR DBS Secretarial OR RSA stage 2 OR General Business Certificate Examination ‘O’ level from a recognised Institution and have a minimum of six (6) years relevant work experience.
